MEET FORMAT: The meet will be swum as timed-finals for all 10 & Under swimmers, and prelims/finals for 11-12/13-14 swimmers. All events 400 meters and over will be swum as timed finals. All Relays will be swum as timed finals during the morning sessions. The 11-12/13-14 finals events will consist of a B-Final and A-Final, swum in that order. Heat sheets will be posted around the pool deck. Coaches will be able to pick up heat sheets for each event at the meet management office. The 800 and 1500 freestyles will be swum fast-to-slow, alternating heats of women and men.
SITE: Jenny Thompson Competition Pool at Guppey Park, Dover, New Hampshire - an outdoor heated 6 lane, 50 meter pool, with non-turbulent lane lines. Fully-automatic Colorado Electronic timing system with Aqua-Grip touch pads at starting end, and touch pads at both ends of pool. A diving well warm-up and warm-down area will be available throughout the meet. Starting end is five feet deep. Large spectator area; bring lawn chairs for personal comfort. The competition course has not been certified in accordance with 104.2.2C(4).
COURSE: Long Course Meters (50 meters).

ELIGIBILITY: All contestants must be 2009 USA Swimming registered athletes and must be swimmers from the New England LSC. All swimmers must be registered before the entry is submitted. Teams that enter unregistered swimmers will be subject to a fine of $100 per unregistered swimmer. New England teams entering the meet are required to check their entries with the online registration check tool on the New England Swimming web site. (http://www.neswim.com/tools/registration.html) Please contact the New England Swimming Office for registration information. Disabled swimmer forms are available from the New England Swimming Office. ENTRY INFORMATION: Initial entries must be received no later than July 14, 2009, with the exception of those entries who swim their qualifying times during the weekend of July 18-19. These late qualifiers will be accepted up until midnight, Monday, July 19, and must be submitted in a separate file or via email. Electronic Entries are preferred. Make checks payable to “Seacoast Swimming Association”. Mail completed forms (including signed entry cover page and waiver) and payment to: 14-Under Age Group Championship Entries, PO Box 272, Dover, NH, 03820. Entries should be sent by certified mail, please check the “no signature required” box on overnight deliveries. All forms must be typed or printed legibly and must contain swimmers' ages and USS numbers. All entries must include a completed and signed entry cover sheet and waiver, along with a hardcopy printout of your team’s entry. No deck entries will be accepted. No refunds will be given for entries that are accepted, or for entries that are rejected due to improper entry.
If weather prohibits a finals session the preliminary order will be the official standings. Cancellation will be the decision of the Meet Director, Meet Referee and Meet Committee, in conjunction with the City of Dover lifeguard staff.
ELECTRONIC ENTRIES:
Electronic entries (such as from Hy-Tek Team Manager or other team management
software) that are in CL2 or SD3/SDIF format may be emailed as an attachment to
the entry chairperson at tim@seacoastswimming.com.
Please check that your team name, address, and contact information are listed
correctly in this file. For email entries, payment and hardcopy of the entry
(including signed entry cover page and waiver) must be received within four (4)
days, excluding Sundays and holidays, of receipt of the email entry. All
payments must be received by July 22, 2009.
ENTRY LIMITS: All swimmers may enter all events they qualify in, but are limited to competing in nine (9) individual events excluding time trials.10 & under swimmers may compete in no more than five (5) individual events per day, including time trials.11-12/13-14 swimmers may compete in no more than three (3) individual events per day, including time trials. All scratch deadlines will be strictly enforced.
ENTRY TIME UPATES: Updated times and new cuts achieved after the regular entry deadline of July 14, 2008, will only be accepted until July 20, 2009 at midnight. Entry time updates should be sent via email to the entry chairperson. Entry time updates must be sent as Hy-Tek format CL2 files with updated times. (New entries will be automatically excluded.)
ENTRY FEES: $4.00
electronic entry/ $4.50 hand entry for all 10&under individual events; $16
for electronic relay entry, $16.50 for hand relay entry. Distance events,
anything 400M and longer are $5.00 electronic entry/$5.50 non-electronic entry. All 11-12/13-14 events will be $5.00 for
electronic entry/ $5.50 for hand entry.
$20 electronic relay entry/ $20.50 hand relay entry. In addition, there
is a $10 swimmer participation fee and a $2 New England Travel Fund surcharge
for every swimmer listed on the entry including relay only swimmers.
ENTRY TIMES: Entry times must be achieved from July 17, 2008 thru the
entry deadline. Entry times will be seeded in the following order: LCM, SCY,
SCM.
VERIFICATION: All Entries must include verification codes. There will be a verification table at 14 & Under Age Group Championships. At this meet teams must submit to the verification table a copy of their meet entry with verification of all times indicated. Teams must also include a copy of any non-New England calendar meet results used for entry times. New England Swimming will review results. Any swimmer unable to verify entry time will be barred from the rest of the meet. If several swimmers from one team are unable to verify entry times the swimmers and the coach may be banned from the remainder of the meet.
RELAYS: Up to two relays may be entered in the meet and both may score.
If a team has 1 - 4 qualified swimmers of the same sex and age, there may be 1 relay and there may be unlimited relay only swimmers. If a team has 5 or more qualified swimmers of the same sex and age, there may be 2 relays and there may be unlimited relay only swimmers. Relay only swimmers will be allowed on deck and in warm-up only during the session in which they are swimming.
NOTE: Relay only swimmers must be included in the meet entry and pay both the Swimmer Participation Fee and the New England Travel Surcharge Fee.
SCRATCHES: Scratches are to be made via email to the entry chairman no
later than Wed. July 22 at 11:30AM and should include swimmer’s name, gender,
age, team, event and telephone number.

deck

NOTE: If
you are unable to be at the pool on Thursday, scratches for Friday
events can be called in on Thursday by 5:00pm to Mariella Allard (508-633-8821).
SPECIAL SCRATCH NOTES (FOR 11-12/13-14 SWIMMERS)
1. Any swimmer who fails to compete in an individual event heat in which he/she is entered and has not been scratched will be barred from further competition for that day, including relays and time trials. The swimmer will be also automatically scratched from the following day’s events unless the clerk of course has been notified of the swimmers intention to complete by 5:00pm. NOTE: Finals are considered continuation of events starting with trials.
2. Any swimmer who competes in an individual heat and qualifies for Championship Finals or Consolations and fails to notify the meet referee of his/her intension to withdraw from the final within 30 minutes of the announcement of the results and qualifies for that event, and does not compete nor is excused by the meet referee, will be barred from all subsequent competition in the meet, including relays and time trials.
3. All relay, 400 Free, 400 IM, 800 Free and 1500 Free events must confirm their intention to participate with a POSITIVE CHECK-IN.
4. On Sunday, any team whose swimmer competes in an individual heat and qualifies for Finals or Consolations and fails to notify the clerk of course of his/her intention to withdraw from the finals/consolations within 30 minutes of the posting of the results and qualifiers for that event, and does not compete nor is excused by the meet referee, will be fined $100. The Meet Referee may waive the fine, if based on his judgment, the swimmer was ill or the reason for missing the final was beyond the control of the swimmer.
TIME TRIALS: Time trials will be available at the discretion of the meet referee and meet director, and if time allows after the morning sessions on Friday and Saturday. All time trial swimmers must provide two timers for their swims. The cost of time trials is $5.00 per individual event and $20.00 per relay.
DISTANCE EVENTS: The 800M Free and 1500M Free will be swum fast
to slow, alternating heats of women and men. The fastest heat in each event
will swim with the finals. All swimmers in the 400M
Free, 800M Free, and 1500M Free must provide at least 2 timers with watches and
1 counter for the 800M and 1500M swims. The Meet Director, Meet Referee and Meet Committee reserve
the right to swim two swimmers per lane if needed. The 1500 and 800
events will be swum at the end of the prelims not the beginning, even
though they have a higher event number.
PROGRAMS: $10 for the entire weekend (11-12/13-14 prelims and 10-under timed finals).
$1 for evening finals sessions (11-12/13-14 finals)
ADMISSION: $1 per session.
WARMUPS: The pool will open for warm-ups one-hour before the beginning of each session. The pool will close five minutes before the beginning of each session. Teams will be assigned warm-up lanes after all entries are received. The diving well area will be available during the meet for warm-up and warm-down. .
SAFETY:
RULES: 2009 USA Swimming rules will govern all competition. Decisions by the meet referee will be final unless a written protest is lodged within 30 minutes of the heat swum.
OFFICIALS AND TIMERS
In accordance with standard NE Championship procedures, all teams entering the meet must provide a prorated share of officials and timers and other required personnel. Work assignments will be based on the number entries per team. Teams will be informed of their assignments prior to the meet via e-mail.
Officials are requested to help with the pre-meet planning for this meet by stating their availability to help as soon as possible. Please provide the information requested on the Application to Officiate for this meet, found on the New England Swimming web site (www.neswim.com). Host Team officials also need to submit an application. All applications that are received by the meet entry deadline will count towards the work requirements for the official's team. Applications to officiate that are received at least 10 days prior to the meet, and declare a commitment to serve at most of the meet, will be given priority consideration in deck assignments. Please do not submit an application within three days of the meet. "Walk-on" officials are always welcome and will be assigned to positions that are not filled.
If a team does not provide
the timers it has been assigned at a championship meet, the team will be fined
$100 per incident and will not be allowed to enter swimmers in another New
England meet until the fine(s) is paid.
This can be appealed to the Board of New England Swimming and is
enforced only if the meet management has properly assigned timers based on the
number of swimmers a team has entered in the meet.
DECK ACCESS: Only athletes, coaches, officials, and official meet staff are permitted on the pool deck. All non-athletes on the pool deck must display their USA Swimming registration card at all times. Individuals without their USA Swimming registration card will be removed from the pool deck, and will be subject to a fine by New England Swimming.
SCORING: 1-6 7-12

AWARDS: Medals will be awarded for the first 8 places in individual events and first 3 places in relays. Ribbons will be awarded for 9-16 places individual, and 4-8 relays. These awards will be presented throughout the meet. Once entries have been received a session time line will be complied with a designated awards presentations scheduled.
Plaques will be awarded to the individual high point winners for both boys and girls for the first eight places for each age group. Awards will be given for combined 12 & Under Team High Point places 1-8.
FOOD: Seacoast Swimming’s concession stand will be in operation for the duration of the meet.
EQUIPMENT VENDOR: A swimming equipment vendor will be selling suits, goggles, and other accessories for the duration of the meet.
WEATHER: The Jenny Thompson Pool is an outdoor facility. There are occasional delays due to thunderstorms. In the event of a thunderstorm, ALL athletes, coaches, fans and meet personnel are to report to the adjacent Dover Arena and wait for the “all clear” from the City of Dover lifeguard staff. Coaches are responsible for the behavior of their swimmers throughout the storm, including at the Arena. The meet management staff will keep in close contact with the Arena and we will make every effort to complete all scheduled events. If weather prohibits a finals session the preliminary order will be the official standings. Cancellation will be the decision of the Meet Director, Meet Referee and Meet Committee, in conjunction with the City of Dover lifeguard staff.
MISCELLANEOUS: All coaches should check in with the Clerk of Course upon arrival at the pool to pick up coaches' packets. Coaches are responsible for the behavior of their swimmers at all times. Any damage to the premises or equipment is the responsibility of those doing the damage. Seacoast Swimming Association and the City of Dover assume no responsibility for lost or stolen property. No glass containers are permitted, no pets are permitted and there is no smoking permitted anywhere in the park. No one is permitted on deck except, athletes, coaches, and officials.
DIRECTIONS: Take exit 8E off Spaulding Turnpike in Dover. Follow signs for Route 4 East through downtown Dover. Jenny Thompson Competition Pool at Guppey Park is approximately two miles on Route 4 (also known as Portland Ave.), on the left at the top of the hill. Pool phone: 743-6085
PARKING: Ample parking is available at the Guppey Park facility, and on public streets where parking is permitted. Do not park such that you block the access route to the concession area that will be clearly labeled. Also do not park on the grassy areas, in fire lanes or in business parking lots across the street. Improperly parked cars will be towed at owner's expense.
